So I've played Azir in jg and mid and maybe I'm straight up playing him wrong but I even got armor runes and he had 29 starting and his early game is just to weak any thoughts or agreements?

play him top... AP Off-tank/split-pusher.
He's got the escape if you use his kit properly, he's got the 1v1 damage, and he's even got a disengage in case you mess up his escape.
Another option would be Support Azir, but I'm tired of everyone taking new champions into the support role (or mages into the support role, whichever way you want to look at it.)
The other benefit here, is that he's a ranged champion (both with autos, and his soldiers), so he can kite the usual melee's in top lane rather well
His early game is quite weak, but that's the tradeoff for having an insane late-game.
My biggest concern with Azir, is that his kit seems rather difficult. I fear his learning curve will be too high for low elo players, and he will be a nightmare in bronze-silver tiers.
He seems like a fine pick up for mid or top lane. He is another control mage much like malzahar or yorick with his minions and positioning.
I wonder if he is the answer to the assassin mid meta we've been seeing so much. Syndra, Swain, Malzahar, and now Azir for the anti-assassin team :).
His laning phase really isn't that bad. Play safer and don't take needless risks. Invest in vision early and freeze lane near the turret. It's super easy to control the lane as Azir, so between buying wards and your E get away (plus flash when it's up) you should be fine against early ganks and all ins.
I dont think hes weak early. I play azir all the time and with thunderlords his early is super op
