I lose mana when I'm low on it without using abilties.

I've noticed this here and there for quite some time on many different champs. I get low on mana, enough comes back to use an ability, then as I'm about to use the ability, the ability darkens again saying I don't have enough mana. What is causing this? Is it a bug or a feature I'm not aware of?
