why shouldn i have to wait 20 mins becouse the wifi broke . and now this make your friends not want to que with u becouse u punish them too . riot please shorten it please.

DarkRitual3 votesIt's impossible to tell if a dodge/disconnect is intentional or not, so all are treated equally. If they weren't treated the same, it would easily be abused to dodge/quit games without penalty. It still creates a negative experience for the other players in a game/queue.
Deep Terror Nami2 votesIt's initially only 5 minutes, and increases after continued leaving. If you can consistently not leave it won't be a problem, but if you fail to do so (regardless of the reason) then it's a problem for the other players. If it feels harsh, then it should be an incentive to resolve the issues causing the disconnections. If the problem is infrequent enough you can get a low (5 min) or even no penalty at all.
