Game Leavers, Shoot 'em or Hang 'em?

I wonder, just what the process is after Game Leavers (AFK) are reported ? Evidently, severity is null here, as it occurs in 3 out of 5 games. In my opinion, there are few aggravations in game equal to waiting ten minutes for a jungler only to have him quit after 3 minute in to game.
