Why is all the LCK ADC's rushing Lord Dominik's as third main damage item?

Like in some games, there isn't even a tank on the opposing team, and yet, they still built it.

From the look of it, it is because pretty much everyone on the SKT had armor so the cait need the pen to get reliable damage.

With the new passive the extra damage against targets with more HP went up from a max of 10% to 20%, and as a ADC many champs will have 500-1000 more health than you even if they aren't very armored.
