what purpose is the champion mastery if the enemy cant see it on the loading screen and quake with fear if I'm good, or vice versa, really now. the banners can be seen so why cant mastery of a champion, at least lv 4+. I've had too many games where my team thought they were going to do good only to be destroyed by a level 7 MasterYi or Zed or Teemo . please, Dev team, also with the enemy ranked borders, i want ot know whether my enemy is my level or going to slaughter me.

So it's optional if you want to show off your mastery or not.

Not everyone wants to rub it in their opponents faces. Similar with previous season borders, although that's potentially misleading anyway since you're all roughly the same skill level to be matched together regardless of what happened last season.
