I've said it before and I'll keep saying it: just like old Sej's ultimate, the Q passive takes up way too much power budget to ever be as satisfying as old Ahri, and makes the game less fun for both sides.
Rito already outright said the 5.2 changes, where they removed Charm's damage amp as compensation for removing DFG, were supposed to be a nerf disguised as a buff, to gauge how much room they had to work with. When that nerf, as compensation for losing a core item, raised her win rate by 5%, that should have immediately been a sign that this direction had problems. Instead, they've repeatedly removed and weakened aspects of her kit that took skill or forced risky plays, ultimately weakening literally every other ability for that speed. Now her kit encourages sitting back, rarely interacting with most opponents due to her massively increased safety and decreased diving power, while waiting for an ally to join so she can kill a single opponent (barring the enemy making a long series of bad decisions). On top of all that, since the speed is meant to help with dodging abilities in lane, it cannot be weakened or modified in any significant way without destroying its main purpose; if it triggers when it hits Champs, their shot already landed too, and if the speed is reduced, Ahri either still has the speed to dodge, changing nothing, or doesn't, in which case she's back at having her old weak laning phase, without the damage that made it worth it.
I understand why they changed direction; they had a "hyper-mobile" Champion whose only mobility was her Ultimate, in the second slowest movespeed tier in the game, and her Charm was near-guaranteed death when it landed, but the current version as it stands is less satisfying for everyone involved; it drastically lowers both skill floor and ceiling, does not reward taking risks nearly as well, leaves opponents with little way to interact if the Ahri player decides not to, and ties up enough of her power budget that, if they ever want to buff something, they may have to outright remove an ability at this point. Her Passive is already substantially nerfed during laning, its most relevant point, W does pitiful damage while having no interaction by either side, and its short cooldown is negated by its range, E's whole point is the CC, which is already short at level 1 (where it stays when W is even slightly powerful), and the Ultimate's main draw is the mobility that makes Ahri Ahri.
