Most to every game, there is that one person that is full HP that does anything in his power to get the health pack while being full HP. But at the same time, one of his teammates needs that health pack ... Is it reportable or not?

I feel the same. I had a Tris and Kata do that in my smurf game just now .. I could never get any health pack whatsoever.
