Fizz state.

I wrote this as a comment on reddit, but I felt it would get more vies from Riot staff on boards so here we go: The topic was that the rework made him harder to execute due to the rework. That's why the rework was ok. I felt that fizz, while still strong, is simply unfun to play as or against due to the lack of thought that goes into his gameplay now. Before, fizz was a trickster, weaving in and out of the fight. Dodging(sidestepping), you're abilities close ranged while he came to deal damage by autoattacking. Until, he found the right moment to use his E to both do damage and dodge something you wouldn't have otherwise. Fizz no longer has to think about using his E aggressively as much of the power was transfered to his other abilities. Now, E can be used to escape without losing much burst capabilities. Before, E was a trade off. The longer you held your e, the better. It was a game of chicken. Now it's just bland.

Fizz is not really harder to execute due to his changes. He's harder to execute due to the evolution of the game (the rising strength of shields and such), but overall he's actually more braindead now rather than before. Combo is a lot easier to hit and does a lot more burst once fizz hit his ultimate (which they made easier to hit). After that, fizz pretty much useless unless the other team was braindead and let themselves all get hit by the fizz ultimate and doesn't focus the fizz down. The W burst makes his E feel broken now as it is no longer his only damage and only escape. W used to be a DOT that you risked to being in the middle of enemy team for. You had to be slippery. E was his big damage/burst and only escape (unless he didn't need to q to you). Timing was important. Now, you just hit your ult. Ok, go in. Didn't hit your ult? Don't worry 45% cooldown reduction and it's up in ~40 seconds. Overall, yes he deals much more upfront burst compared to before. But, he's unfun to play as he no longer has the slippery trickster feel he used to have. He's now a throw your ulti at max range and burst em down (after 2 seconds) and then e you're way out (since you don't need to use it to damage anymore). If you revert old fizz into this patch, you would see that his win rate would actually be less than now. You had to think about what you needed to use you're e for no matter if you were ahead or not. Now, if you're ahead no need for the extra damage need to get out. If you're behind, welp we're behind might as well kill try to kill their carry with my e even if I'll die. Mind you, a revert would also reduce the big team fight ulti that long-range ulti gives you. This means no more mindless ultimates that has way too much power if it hits a backline, but still provides enough a big enough zone for your team to do damage if it doesn't. He had a one target ultimate that did less damage as a lone ability (unless the other team literally huddled onto the sharked person). tl;dr: fizz revert would be healthier. (didn't even go into how the fact that shields are extremely strong right now and if the revert happened fizz would actually have to autoattack to do damage and time the e correctly. instead of just wait e, (which allows to wait for the w to reach full capacity) and then w execute through the shields.
