Dodging? Why not vote-kicking?

I don't often post on the forums (read: this is my first post), but either I keep missing this when it comes up, or it's never been brought up.

Has anyone suggested implementing a "team vote" button in the matchmaking screen to avoid trolls from even entering the match?

Basically, if you have an obvious troll or someone who is saying "feed or afk" in champ select, you can use the button to trigger a vote to "annul" the champ select, remove them from queue, and give them a 1 minute penalty which prevents them from requeueing.

1 minute isn't long enough to seriously hurt their playtime, but is long enough that they aren't likely to be paired with you again at least. And if they don't learn from the poor behaviour, they'll just keep getting the 1 minute requeues.

To prevent misuse of this (in order to make favourable matchups, for example):

  1. You cannot INITIATE the kick vote more than once per hour (or put some sort of time limit on it) OR
  2. A successful vote to kick someone from queue will result in a -3 LP loss for each player on the team (no loss if they are already at 0 or in a promo), or a relatively small amount, so that they have to seriously consider if it is worth removing the player.

Thoughts?
