Earning Blue Essence

So I am level 15 and just leveled up to 16. I got the champion capsule thing and opened it. It says there is supposed to be champion shards + blue essence. I literally received only 500 blue essence. Which really sucks because I am now 16 blue essence away from buying Ahri, and now have to level up again just to earn 16 b.e.? Is it just me or does the b.e. you earn per level, just too little?
