does the slow reduction on BoS stack with tenacity items such as zephyr and merc boots?

it's a bit confusing but they actually do separate things. Tenacity decreases the duration of the effects whereas swiftys decreases the effect or potency of the slow, if that makes sense.

Basically a 40% slow becomes a 30% slow for the same duration.

That or a 15% slow. But I'm mostly sure it's the 30%.

As the guy said above.

Swiftness reduces the potency, and Tenacity reduces the duration. They don't stack because they're two different mechanics, but yes you can abuse both of the mechanics if that's what you were asking.
