Lissandra Passive Rework and Kit Tweak

I feel like Lissandra's passive had potential, and a Rioter said they would not give power shifts to Lissandra yet as shes seen in more games.

Well I thought of a new passive:

New Passive:

Wrath of the Ice Witch: All of Lissandra's abilities now apply a stack of Frigid. Each stack increases:

Ice Shard's Slow by 5/6/7% Ring of Frost's root duration by .1 second Frozen Tomb's stun by .1 second and slow by 10%.

Each stack lasts 3 seconds, capping at 5. Lissandra can auto attack her enemy to refresh all Frigid stacks. (Note: applying another stack will not refresh the duration of previous stacks.)

Ice Shard Changes (Q):

Now that Lissandra does not have a free spell anymore, Ice Shard now costs 50/60/70/80/90 from 85 at all ranks. I feel like the mana cost at max rank needs to be a little higher given that it is her main ability to stack Frigid, and the cool down is very low.

Slow changed to 10/12/14/16/18%. This hopefully makes Lissandra's slow more rewarding the more stacks, and potentially make cool down core on her. This also makes Lissandra's kiting ability less stronger by reducing the slow.

By spamming a high mana ability, Rod of Ages and maybe even Tear will be hopefully core on her.

Ring of Frost Changes (W):

Snare duration: 1 second from 1.1(+.1/ability level)

By doing this, ganks from Lissandra are not that rewarding for just E'ing in and pressing R and W. Now Lissandra has to at least apply some stacks before applying crowd control. And Lissandra's short Q range makes it so she has to be in close range (unless by minions).

Glacial Path (E):

I was thinking of making her E travel faster than currently live, then when it hits any enemy unit it slows down, slower than live. By doing this, it compensates for weaker ganks, and helps Lissandra apply stacks to enemies not behind minions. Also, it helps Lissandra escape to again compensate for her short R and W crowd control durations.

Frozen Tomb:

Stun duration: 1 second from 1.5 seconds.

By doing this, Lissandra has to think about going with her E and ulting the ADC without applying stacks with her passive.

Slow: 25/35/45% from 30/45/75%

Decreased the slow amount to be more rewarding for her when she applies Frigid stacks, and less annoying for people who don't have stacks.

That means if someone has 5 Frigid stacks on them, they will be slowed for 95% :). (Rewarding for Lissandra whose enemy let her attain 5 stacks).

This new passive and kit tweak in a nutshell: Lissandra has to constantly be attacking her enemy to deal her full potential, less terrifying team fights and alleviates easy ganks for her. But rewarding for her to get many stacks, and shes much more mobile with out any enemy unit interference.

All hard CC sees reductions in most situations, her primary role of initiation is weaker, and the only reward for continuous fighting (something she can't do well since her kit is not well suited as an AP bruiser, she's just a burst caster and initiator) is slightly higher slows. The loss to her ganking and teamfighting is too significant, and the potential gains are pretty minimal. The higher slow percentages just aren't worth nearly as much as what she'd lose, and that's all she really stands to gain. I'll stick with the boring passive.

Also, even if your kit was to go through, there is one thing that you have to change.

Not a great idea. Applying a stack should absolutely refresh the duration of all previous stacks. Think about her teamfighting. I can't just be sitting around autoattacking people in treamfights. It's not even physically possible to keep the stacks up on multiple people. 3 seconds is extremely short. The stacks are going to fall off before I can do anything. The small potential rewards you're offering would never be seen outside of lane because you couldn't stack them up. You'd never see a 95% slow because you'd never get 5 stacks before ulting. It's unbelievably harsh. Just let the stacks refresh, and increase the duration slightly.

So, you want to make Rod of Ages, Tear, and CDR items core on her? You may be placing unreasonable requirements on your design. Improvements such as majorly increasing her mana regen (you know, so it isn't the worst in the game) and lowering her Q mana costs to allow for CDR items without a huge mana pool would be a way to create a better direction to base your design around.
