Should champions be chaged because of their playerbase?

Some champions in the game tend to attract certain kind of players. Yasuo is one of these kinda champions. I see 3 kind of Yasuo's in my game:

• Hardstuck diamond players who need to boost their elo by one-tricking Yasuo in low elo
• players who rq the moment they died a second time in lane
• players who spent more time writing insults than moving Yasuo.

And Riven players are basically the same just less commen in my elo.

Rito had removed clarity from SR more than less because of Disco-Nunu and so maybe it might prove effective to reduce the toxicity some champions seem to effect on their own.
