Why did I not get the memo?

I played LoL frequently back in '09 and '10 and then just recently returned in the beginning of 2015.

Why did I not get the memo from Riot about the meta changes?

Apparently the only way to play this game is tank top, support and marksmen bot, mage mid, and a jungle.

An e-mail would have been nice just to say, "oh hey btw we are changing the game now so that we decide how you are allowed to play it."

Riot didn't make the meta, players did. And your memo appears to be outdated since you're quoting the late Season 1/early Season 2 meta.

As of right now, you can play pretty much anything in solo lanes. Jungle is mandatory just from a gold distribution standpoint, and it's been like that since Season 1. As for bot lane, you need someone to kill turrets and wards don't place themselves.

Once upon a time (pre-Season 3), people would rage if you picked weird stuff mid, now it's not uncommon to have AD champions and even some of the more mid game oriented ADCs mid (i.e.: Corki and Ez). Top lane is a mix of classic bruisers, mid lane rejects and former tank junglers, with guest appearances from ADCs.

MMmmmmm. That's not entirely true. There are a lot of AD mids like Talon, Yasuo, and Zed, and a butt munch amount of ranged and squish tops. As for bot lane you're right on the money there.

I'd love to play different team set ups that would work just as well in normals/solo queue but no one will do it. Unfortunately, it's the people that just keep following what the "pros" do instead of playing for fun.

Mage top, mage mid, mage bot adc bot, jungler has to be 1 / 5 in the game.

wasnt riot, players found out it was the most effective strategy
