jungle exp

i dont understand how if i have free run of an enemy's jungle buffs each clear when i am level 10 hes level 12 because he shared exp from 4 waves while holding a turret notice the SHARED exp and ahead in gold while im basically farming his jungle and most part of mine . is the jungle exp just got lowerd? feels not work to counter jungle anymore [zombie-nunu-bummed]
