Practice Tool not Working?

When I tried to go into the Practice Tool to practice Kalista mechanics, I had no choice of who to play and had picked Nidalee. I re-did this multiple times and I ended up getting Morgana, Singed and then Morgana leaving me to think that ARURF may have messed up the Practice Tool. I also tried this is custom games and it still gives me a random champion. Is this intentional or a bug, as I'd really like to practice Kalista.

I might be a little late, but when creating a custom match, you have an ''All Random'' option listed, so you will get a random champion if you have that box ticked.
