So I had this game where we had an AFK since start and a Jinx on the enemy and when she got to lvl 16 she could kill the afk with her ult and got around 400 g worth from him and I dont think thats fair not only we are 4v5 which is bad as it is but she could gain an advantage regardless of how insignificant it may be

Are you sure? Cause I was a stupid fed AP pantheon the other day with around 600+ ap and I ulted the fountain and still wasn't able to kill the AFK! And if you no anything about pantheton(Especially ap) you know that his ult does way more damage than a jinx ult. Especially to someone not moving who I can hit in the Direct Center with it!
If i am to believe Death Recap, Jinx' ultimate deals true damage, at least as far as my experience goes.
