What is this BE?

I just got my first capsule. What came out of it was a joke and definitely not worth the 6-10 games for one level, guess what I got? Singed, 2 WW, Zilean. If it were still the IP system I would of gotten way more than 150 or so BE for 6-10 games, just one "First Win of The Day" would of been enough to get me that much and I spent 2 "First Win of The Day" for this.
