Ways to showcase/celebrate gambling in LoL

I was reading graves and tf bios just now and I was wondering why gambling hasn't been featured more in the event storylines. Why not gamble ip during matches? Also, to showcase Graves' background in his kit more, maybe his Q could cost health, but (depending on bullets that hit) he might get an intense health payout? Right now he's a bit "man with shotgun" and less of an outlaw.
