I was just wondering if the winter Summoner's Rift map is already out and if I'm too dumb to find it, or if it's still only on PBE.

They didn't enable it in ranked due to competitive clarity. That might be indirectly what you're asking.

It is on live, however only available on queues like normals, and not ranked. Otherwise there would be issues with colorblindness or discrepancies they missed, making matches unfair.
