Do you guys get random fps drops/stutters this patch?

I installed windows 7 (had 10 before) exactly the day the new season started. Now i'm getting random fps drops/stutters each game, it only happens like 2-3 times per game when my fps drops from like 200+ to 100-150 for a split second upon seeing an enemy for example and its really annoying. i know the latest patch also bugged the client like hell but i want to know if this problem its also because of the new patch or me installing windows 7. i have a pretty decent mid-range pc with 8gb ram/gtx 1060/i5 7400 and i never experienced this before and it seems like.
