Just a discussion on thoughts who would become op/up if every champ started with qwe and skills are added a rank more to make up for it. (Jayce would have 7 ranks, other champs have 6, etc)
The starting skills damage would be changed so they need to have a point in it to match current rank 1 damage/rates.
Thoughts?
Heavy CC champions would be unbearable, especially junglers.
As a fun mode, it could be pretty good. Would need to specify which ability the ult is (as certain characters like udyr/jayce don't really have one), but it could allow for certain characters to finally see usage.
What if we started with every skill ranked besides [ult]?
Dominion sort-of had this with everyone starting at level 3, ARAM sort of has this with everyone starting at level 3.

Doesn't change a whole lot having QWE from the start rather than just 1 skill in-lane.
You basically hit level 2 from the first wave, and a lot of champions have a ~"meh" skill somewhere in their kit (Annie's flame shield, Anivia's wall, Blitzcrank's overdrive, Diana's Moonfall), putting a wide range of champions pretty close to a full QWE combo right at the start of a game.
That said: starting with QWE would have a pretty big impact on the first clear of all junglers, leaving them with more HP, XP, gold, and overall map presence with such a change. In particular this would make a wide range of junglers with minimal AS scaling much better, shifting the balance away from fighters and giving more power to tanks, mages, and assassins. With such a change: you could make junglers that don't work because of slow clear speeds like Leona be fast enough to work, a lot of existing jungelers would be even stronger, and you could potentially wind up with more Graves jungle/top/ADC situations in champions like Ryze that might turn out to be really solid with the improved first clear and expedited jungler item.
