It depends, some champs are hard to play mechanically. Some need alot of game knowledge to play. Katarina is a difficult champ to play well, not due to mechanics. But because you have to know when to do what
I think the high skill cap champs need to remain high. Sure, bronzies (like me) might not be able to handle azir/lee/yas, but so what. We aren't the main focus of the game. If riot wants some more $$, make a reverse teemo skin. Literally everyone in the entire galaxy would buy that.
umm, as a fellow nidalee main. although i havent yet had a chance to play her on 6.15. i THINK she got a buff for lower elo players the removal of the reset really only her the people abusing that mechanic in the first place.. otherwise its a flat out buff.
i need to test this which ill do tomorrow. but without trying her on the new patch i THINK her early clear will be EASIER
plus after a BUNCH of iterations i found some tips that REALLY helps with my clears on nid (again this is refercing 6.14, i haven't played her on 6.15 yet)
if you start on gromp (like if you red side)... start with 
its MUCH better than 
when you have blue buff
as for masteries i cant really see what u are using
but strength of ages going recovery tough skin (i recently changes this from explorer and it really does make a HUGE difference) runic armor (again a HUGE difference when you get your E 2nd after your q first) insdight vs perserverene is prefernce but i perfer insight becuase getting that smite just a LITTLE eariler REALLY helps you clear MUCH then the regen does swiftness becuase.. umm. duh.. and strengh of ages
then in the fercity tree i go
sorcery (obviously)
double edges sword (now with the buff to it on ranged its better)
natureal talent vs vamp im not 100% sure on.. but i went vamp becuase every little bit help on your early clears which is what i need help on the most and it natural talet donest help early game when nid really NEEDs it
and bounty hunter becuase nid has no slow until she gets
by which im i certainly HOPE you have killed 3 different enemy champs
skills are Q E W (with pounce not resetting anymore at early levels and traps being worthless since patch 5.5 for anything except said removed reset) the heal is INCREDIBLY good
on blue side i start krugs for the stun then go to red
based on how well i did on red i either go to raptors and then scuttle or scuttle then raptors at which point you reach lvl 3 and your clear is now easy mode
at which point you just gank who ever isout of postion and focus on farming your jungle and trying to steal their camps
once you complete 
the only time u lose mana is when gankning
get your 
and then you go for 
if you are ahead or if you are even or behind
and the rest is pretty much based on thier team comp
