Ashe is basically a support that farms.
She does no damage in the first 35 minutes of the game and she has support level utility in her kit.

It's not like her Q gives her windows of burst sustained damage or anything

That's because you are using Ashe wrong if you say she does no damage...
All you gotta do as Ashe is simply walk up to the enemies, flash them ttties and pssay, and voila! Your enemies will get an instant nosebleed, which is a massive DoT on all nearby enemies, and they remain Charmed until they reach 0 HP!
Easy pentakill 1v5 right there!
Edit: She even has a hidden passive that causes her to Fear 
when she approaches him!

Clearly you don't realize how OP and broken Ashe is by calling her a support and not a damage dealer...
