Please give passive items an actual timer like actives

items like hexdrinker/maw and guardian angel are pretty important, yet only have ticker cooldowns as opposed to the numbered cooldown like active items.

please add similar cooldowns at least on the items, preferrably also adding them to the tray area with the other items.
