Likely not. Earliest I'd expect buffs for him would be 9.20.

I'd more likely expect more gameplay-focused changes at a later date, possible early in the next year (given that preseason stuff is coming up).

LOL can't even clear the minions wave mid-game and late game, deals like 0 dmg to minions XDDD
