i am looking for a champion with most of these qualities, not all of them have to be filled. ordered from most important to least. i am a noob at this game so i need all the help i can get :) i am hoping for more of a jungler.
burst damage oriented can chase/stop people from running away can either jungle or lane has a powerful ulti, longer cooldown but higher damage. have a fun/weird mechanic to him/her

Raja Chachki1 votesAkali? Riven? Katarina? Those all meet MOST of the requirements. Also, it may mot seem like she is burst, but a strong Cassiopeia can burst down anyone, with an ult doing upwards of 500 damage.

none of those champions are viable junglers, and cassiopeia is known for her strictly sustained damage

I really don't need people telling me what is and what isn't viable. I will play support Nidalee if I choose, and I will burst down people as Cassiopeia if I feel like it.

Minrog1 votesOP you might want to take a look at Rengar. I think he meets all of the qualifications you mention, provided you can learn his mechanics. I'd watch some videos of his playstyle first though, he's not for everybody.
Also:
Cassiopeia can't burst - she's a DoT caster. She can seriously melt people, but not instantaneously. It has nothing to do with racism (wtf?), just not using correct terminology.
