I've heard conflicting things regarding slows and stacking. I'm trying to make a build for Ashe 
, who uses Frost Shot which grants up to 35% slow when a target is struck. Would an item that adds slow such as the Frozen Mallet 
stack for 65% or would the greater slow supersede the other?
TyroneWatermelon4 votesIt doesn't stack. When multiple slows are applied,only the strongest takes presence until it's duration ends. E.g if you apply an Ashe arrow slow which is 50%,plus her autoattacks,the target will be slowed by 50% and then when it's finished the target will be slowed by 35% if the autoattack slow debuff still applied. Movement speed can't be reduced below 110,making slows over 80% overrated. The only slows that literally stacks additivly(the only exception in the game) is Rumble's E when double teasers used on the same target
hh the thinker2 votesslows don't stack. they use to, but riot changed that so they don't anymore.

and it makes them really slow im not sure though

and use his like 80% wither plus exhausts 30% to make them over 100% slowed so they dont even move :O
