Rune Page/Masteries swap before minions spawn.

That moment you realize you forgot to change your runes or masteries can be...wait NO more like is the most detrimental thing that could effect your game play. Either you were distracted talking in pregame chat or were tabbed out and not paying attention we have all forgotten to change our runes and masteries in one of our games. It becomes a long tough game and is no fun. I propose to RIOT GAMES that they should have an option for players to change their runes before minions spawns. This should be more than enough time to change runes and it will prevent any troll mid game changing of runes and what not. Let me know what you guys think and if this idea has been proposed before. I want to know how far we have gotten with trying to resolve this problem.
