Passive addendum: Each unit kill uses the active on-hit damage instead of the normal on-hit damage. (as in it doesnt put the active on CD, it just uses the same damage)

That seems like it would be very strong, do you have a reason behind the buff? Could you imagine that on riven or GP?
Actually, this is an interesting idea.
It could potentially increase the amount of damage output if the player/champion is good at last hitting effectively. However, this would be better at decreasing burst because the active will no longer be used as an auto attack reset.
Maybe by pulling back the "active" damage a bit it would balance out.
I don't really see Riot doing this, but I can see where you are going with it.
