League community and players

I would like to point that i havent been enjoying league of legends lately, due to mostly Troll players, intentional feeders and flamers my last 21 games were 5W and 14L, not all of the defeats were caused by these griefers but at least the half I would like to point too at players that are playing in higher ranks than they should be in or as called "boosted players" , you sometimes play games that are very good at laning phases but in High gold ranks where players tend to be better at the game i can notice very well low silver players who dont belong to this rank(gold 2-1) from their engages and playstyle. I would like to suggest LP punishment to bad playing players and higher lp gains to players that are performing well in ranked Example : winning a 1/12/5 game as a champ would result in 10 or 12Lp gain(the normal gain being 18 or 20lp) winning a game with an S+ or S would result in higher lp gains as reward like 23 or 25lp (the normal gain being 18 or 20lp) this would make it hard to boost bad players and easier for good players to get out of ranks that they are too good in and make smurfing harder since they would win more lp and they would get higher ranks. Adding the reporting system that never bans a player , i get flamed constantly in my game for a bad play or a bad call and get harrassed or the whole game , i end up reported the player but never see a ban or punishment issued ...
