Lucian's Balancing Issue

I play a lot of bot lane but recently has been wayyy to overpowered. I think for the AD pen issue riot should change lucian's ult to magic damage and give it crit or a speed boost or something to make it somewhat useful in late game. Changing it to AP can solve the penetration issue and also indirectly buffs the ability since lucian's opponent will be building armor. What do yall think my friends
