Item Suggestions
The title pretty much says it. Suggestions for new items, as well as changes to existing items. If you wish to share your ideas, you can post them here, I'll give the credit where it is to. I will update this discussion as new ideas are come up with, or if existing suggestions get altered/edited. Feel free to give feedback, but I'd like you to do this in a constructive manner. Some suggestions might need tuning. (I mention this here so I don't have to say it in every segment). So let's get down to business. (Wall of text incoming.)
Context: Cooldown reduction is rather basic stat. It's obtainable from masteries and runes, so I thought it could be obtained from a basic item as well. This would be similar to the armor and magic resistance change that was implemented, allowing people to make all the cooldown reduction items from a basic item.
I'd also change CDR values on some items, to make it slightly more valuable, and potentially lowering it from items that don't necessarily need it, or on which it is a bit overwhelming.

Fiendish Codex Now builds out of Spirit Stone + Amplifying Tome + (185g). Total cost remains unchanged.
The Brutalizer Now builds out of Spirit Stone + Long Sword + Long Sword + (417g). Total cost remains unchanged.
Forbidden Idol Now builds out of Spirit Stone + Faerie Charm + Faerie Charm + (190g). Total cost remains unchanged.
Athene's Unholy Grail Ability power increased to 70 from 60. Cooldown reduction reduced to 15% from 20%.
Kindle Gem Now builds out of Spirit Stone + Ruby Crystal + (250g). Total cost remains unchanged.
Glacial Shroud Now builds out of Spirit Stone + Sapphire Crystal + Cloth Armor + (50g). Total cost remains unchanged.
Frozen Heart Combine cost increased to 500g from 450g. Total cost increased to 2500g from 2450g. Cooldown reduction reduced to 15% from 20%.
Hextech Sweeper Replaced by new item, Oracle's Hood.
New Item
Glacial Shroud (950g) Spectre's Cowl (1200g) Oracle's Hood (2800g) (650g) Stats +35 armor +35 magic resistance +250 health +250 mana +10% cooldown reduction Passive Unique - Grants 100% base health regeneration for 10 seconds after taking damage from enemy champion. Unique - Trap Detection: Nearby stealthed enemy traps are revealed. Active Unique: Covers an area with stealth-detecting mist for 5 seconds, granting vision of units which pass through it for 3 seconds. 60 second cooldown.
New Item
Spirit Stone (200g) Vampiric Scepter (800g) Soul Sickle (1500g)(500g) Stats +20 attack damage +8% life steal Passive Unique: +10% cooldown reduction Unique - Soul Reap: Your basic attacks restore mana equal to between 1% and 6% of the physical damage dealt, based on your missing mana.
Item Changes
Essence Reaver Now builds out of Soul Sickle + B. F. Sword + (150g). Total cost remains unchanged. Passive mana restore renamed into Soul Reap.
Stinger Re-purposed. (See bellow)
Context: Since there are many on-hit magic damage items in the game, I thought a new basic tier item could be created, from which they could be built out of. I'll call it Venomous Barb, till something better comes to mind. I'd change Stinger from the current version, which I feel has been more of a forcefully created item. So, no more Stinger as we know it.

Item Changes
Nashor's Tooth Now builds out of Stinger + Fiendish Codex + (800g). Cooldown reduction reduced to 15% from 20%. Total cost reduced to (2720g) from (2920g).
Wit's End Now builds out of Stinger + Null-Magic Mantle + Dagger + (550g). Total cost remains unchanged.
Statikk Shiv Now builds out of Stinger + Zeal + (300g). Static Charge amount from basic attacks increased to 15 from 10. Total cost remains unchanged.
Devourer (Enchantment) Now builds out of Stinger + (400g). Total cost remains unchanged.
Zephyr Now builds out of Pickaxe + Recurve Bow + Spirit Stone + (875g). Total cost remains unchanged.
Dervish Blade Now builds out of Recurve Bow + Quicksilver Sash + Spirit Stone + (350g). Total cost remains unchanged.
Context: Quill Coat could be re-implemented in slightly different form, to the magic damage armor duo, while giving Venomous Barb another build path.
New Item

Item Changes
Sunfire Cape Now builds out of Quill Coat + Giant's Belt + (600g). Total cost remains unchanged.
Thornmail Now builds out of Quill Coat + Chain Vest + (350g). Total cost remains unchanged.
Context: Banshee's Veil could have Crystalline Bracer to its recipe, giving it slightly smoother power curve and smaller combine cost.
Item Change
Banshee's Veil Now builds out of Spectre's Cowl + Crystalline Bracer + (950g). Total cost remains unchanged. New (Additional) Unique Passive: Grants +100% base health regeneration for 10 seconds after taking damage from enemy champion or when the >spell shield is broken.
Context: Hexdrinker could use another build path. -Faerie Dragon- could be a nice alternative for many Maw of Malmortius users, but wouldn't necessarily outshine it. Odyn's Veil's passive seemed to fit this item, due to Bilgewater Cutlass's active, so I used it on this one. This was initially built from Phage and Hexdrinker, but since I realized the active fit Bilgewater better I changed it. Now there's the dilemma of Phage having only 1 build path (in SR that is).

Bilgewater Cutlass (1400g) Hexdrinker (1450g) Faerie Dragon (3300g) (450g) Stats +60 attack damage +12% lifesteal +30 magic resistance Passive Unique - Lifeline: Upon taking magic damage that would reduce health below 30%, grants a shield that absorbs 300 magic damage for 5 seconds (90 >second cooldown). Unique: Reduces and stores 10% of the magic damage dealt to your champion, up to 200. Active Unique: Deals 100(+ Stored Magic Damage) magic damage and slows target enemy champion's movement speed by 25%(+1% per 10 Stored Magic >Damage) for 2 seconds . 60 second cooldown. (700 range)
Context: With the reworks to Jungling items, these items have become rather obsolete, so I'd remove them, for now at least.

Grez's Spectral Lantern Removed.
Context: Negatron Cloak got reintroduced, so I'd make the changes to the items that could use it over simple Null-Magic Mantle.

Orb of Winter Now builds out of Negatron Cloak + Rejuvenation Bead + Rejuvenation Bead + (1000g). Total cost remains unchanged.
Moonflair Spellblade Now builds out of Seeker's Armguard + Negatron Cloak + (570g). Total cost remains unchanged.
Odyn's Veil Now builds out of Catalyst the Protector + Negatron Cloak + (450g). Total cost remains unchanged.
Context: I thought boots could be brought up to the same line in terms of slot efficiency, so I made the following changes. As for Boots of Swiftness, I'd unfortunately remove them. This was because I found it hard to balance them for the new price tag, as they only provide unique passives. They have their niche, but I'd say that not many people build them, probably cause they overlook their value. I'd compensate this with the new boot enchantment. It's not a perfect fix, maybe even lousy one.
Item Changes
Berserker's Greaves Now builds out of Boots of Speed + Dagger + Brawler's Gloves + (125g). Total cost increased to (1300g) from (1000g). Attack speed reduced to 15% from 25%. Now grants 10% critical strike chance. New (Additional) Unique Passive: Grants 5% attack speed for 3 seconds after landing a critical strike. Stacks up to 3 times.
Sorcerer's Shoes Now builds out of Boots of Speed + Amplifying Tome + (540g). Total cost increased to (1300g) from (1100g). Now grants 20 ability power.
Boots of Mobility Now builds out of Boots of Speed + Crystalline Bracer + (375g). Total cost increased to (1300g) from (1000g). Now grants 200 health. Now grants 50% base health regeneration. Reworked Unique Passive - Enhanced Movement: +25 movement speed. New (Additional) Unique Passive: Grants 75 movement speed and 150% base health regeneration when out of combat for 5 seconds. (Total of 100 movement speed and 200% base health regeneration).
Boots of Swiftness Removed. (See bellow)
Mercury's Treads Total cost inreased to (1300g) from (1200g). Magic Resistance increased to 40 from 25.
Ninja Tabi Total cost increased to (1300g) from (1000g). Armor increased to 40 from 25.
Ionian Boots of Lucidity Now builds out of Boots of Speed + Kindlegem + (125g). Total cost increased to (1300g) from (1000g). Now grants 200 health.
New Item
Relentless (475g) (Boot Enchantment) Passive Unique: Movement slowing effects are reduced by 25%.
