Normal matchmaking balance for people leveling to 30

I just don't understand why this kind of matchmaking would be fair. Obviously we got stomped by the Kha carry and the others also bragged about them being smurf accounts. Why cant it just be as easy as being matched with someone in the same level +- 5 or so levels. Its not just the skill / experience matchup but rather the runes / masteries advantage that is present. Personally I found this game completely unfair and would like for this to come across as feedback for gameplay / user balance for early level characters.
