Is this because there are some people that forget to take smite but still win the game? Someone explain. This is the only explanation that i can understand, nothing else...

Makes sense, Half the people who take it are going to lose. Then there's people who accidently take it or take it to troll

That just means that smite mid Orianna, or smite top Cho or whatever else people come up with, loses more than it wins. Smite gets taken more than just by the 2 junglers in every game. So the data isn't 50/50.

No it's clearly because teams which don't take Smite are obviously 5 mans who are super coordinated and stomp the other guys.

Also, if someone forgets smite, why would that be tracked?

Less than 50% is not the same as negative.
