Should "Locking in" In blind pick be removed?

(This is purely on blind pick, not draft)

Honestly, has there ever been a time when everyone on both teams lock in before 60 seconds? 99.9% of the time, the full 60 sec timer will always play out. Never have I ever seen the timer go down instantly because EVERYONE locked in. Most of the time, I see trolls who don't give 2 shits about calling roles, then instantly locking in Nasus with tp and flash without saying a word. The lock in button only creates problems and arguments in champ select, which if it was taken out, would take one excuse out of the equation. Maybe the only time the lock in button will be available would be in custom games, or AI games. Its truly not much of an issue, but it is something I've always thought of.

right now I play 95% draft pick, so maybe the issue of the "insta-lockers" isn't anything too bad right now. But I do remember those times when I did see insta-lockers in blind pick, and it truly pissed me off. [slayer-jinx-unamused]
