You obviously won't build Ori as a support, you'd build her just like you build Annie, AP mage. She has loads of potential in some lane match ups but her high mana costs make her hard to make useful. Occasionally I'll duo and we'll do Kalista/Orianna and she'll ult me into them and I'll ult them. But for the most part her mana makes her a huge turn off in the bot lane.

I think Janna just does the job better. Ori need expensive items.

What does she have in laning phase?

There's a reason no one really takes ori as support, she has plenty of poke, but she has 0 ability to peel for her adc or her team. Annie doesn't have peel, but she has huge "fuck you" potential. ori is mediocre as a support, not enough "fuck you" and not enough defense. Janna is not an "engage" support either, she hold the crown for being queen of disengage.

it's all about the placement of her w, using it to slow and potentially hasten allies who might move through it. i'm not good on janna, but i've had a few successful support ori games. it's not like it's impossible to work tear/seraphs into her build at some point. i've played far more ori support than mid.
