Does honoring the same people delay honor progress?

I mostly play solo queue and frequently get match with 3 or 4 man premade teams which usually honor one person playing with them or pass around an honor to each person in the premade team. I was wondering if the people getting honors are quickly getting to the next honor level or are they just slowing themselves down because they are getting honored by the same people over and over again.
