Why Can't Riot Remove Keystones?

I don't understand why can't we just have the new Rune Stats only. It'd be so much easier to balance the game. Make like Rune Stat trees that give all the different kinds of stats (movement speeds, CDR, Armor, scaling AD, etc.) IMO the whole keystone and secondary rune system is too abusable by certain champions where as stats can be used by everyone and adjusted equally. Ugh, Riot really letting me down for this new season yet again.

What would you rather? A balanced game or an interesting game? Of course removing runes won't instantly suck all the fun out of League, but I certainly enjoy playing with different rune builds.

Then Champions and play would be even more stale.

Runes allow you to tip a champ strength and weaknesses so you can play vs Hard counters.
