Blitz hook should be his ult and have a 3 min cd.
Make his ult into a single target 2 second silence and move the hook away because he's a rage bomb champ. It has more power than some other champs ults anyway.

Sounds like someone just lost to blitz.
Or dodge the hooks, and he becomes a useless blob.
Stay behind minion waves. Also if you bait his hook he's kinda useless for about 8 seconds i think.
