It's pretty obvious when people are boosting/smurfing.

When someone has 500 games in gold and then all the sudden has a match history of 30 kills 0 deaths 10 + assists every game.

And with the added amount of spam friend requests for boosting services, it's no wonder that many kids grab their mom's credit cards the second they see them.

It makes legitimate players trying to push an end of season platinum nearly impossible.

I have a 60+% winrate in 250+ jungle games, but now it just seems impsosible to do anything.

But then again, you have the same chance of having that person on your team as well?...

nope. out of 10, you have a 4 of ten chance to get one on your team and the enemy has a 5 of ten, with you being the leftover one. As long as you are not smurfing/boosting, it is more common to play against one than with one

Is that why I keep getting random friend requests from people I have never even heard of before? Should I be recording their names to report them as possible boosters to riot?

I'm not sure reporting people for playing with their friends should be reportable. There is definitely an underlying problem here but their poor play should also punish their better friend in losses. So the lower friend gets pulled up, but the higher friend gets pulled down. So there is that.
