So you're saying it's a case of: "Players get matched with dumber opponents so they play dumber." Which is something that is entirely that player's fault, which defeats the idea ELO Hell.

You can't change how they play but one thing you might be able to improve on yourself is that despite seeming to win your lane your cs isn't that impressive, you might need to start focusing a bit more on that to get better results.
