so I just recently got ranked as bronze 1 and I'm like level 33, I keep getting in ranked games with silvers 2's and 1's and gold 4's for absolutely no reason and then I get flamed for getting my ass handed to me by the other team. Is this really fair like I want to play with people of my skill level and not some people who are much better than me.

Are you using op.gg to check their ranks? Or are you using a real site that doesn't require you to manually refresh to see their ranks?
