Fiora early game OP

Having a 50% attack speed and movement speed reduction in the early game is rather op. A champ at level 3 isn't going to have more than .80 attack speed and they probably won't have boots yet. That brings you down to around 200 movement speed and somewhere around .40 attack speed. That plus another skill that can reduce your movement speed by 30% and her passive giving her movement speed and bonus on hit is a little ridiculous. Basically you are stuck sitting under tower with no where to go trying to soak up exp and getting cs when you can giving her an even greater advantage against you. This makes a snowball champion snowball almost every game and almost no way to stop it until mid-late game in team fights. Now when in the team fight you are almost forced to focus her or she will ult someone and that person will die now healing her team. Granted she is kinda squishy, but once the ball starts rolling its incredibly difficult to stop it. Maybe a scaling of the movement/attack speed reduction on her skill could balance it out a little more?

Also: mana costs too low. Her parry should do nothing if she doesn't block anything.
