Matchmaking before Level 30

At least the past 3 games, and I would assume over half since i've hit 20 have been riddled with people who are not only level 30 but at least at the skill level to be silver or better. Here's the underlying issues with this that aren't just related to the skill level of these players: They are very often a duo and utilizing TS or Skype, they all START with WAY more power from runes than I have (having only hit 20 so many days ago, I only have the runes i had before and a few tier 3 quints, but they will have all tier 3 and a full pages), they know champs that I don't see much of yet since I've dealt mostly with the F2P and OP champs, and have had the time to find multiple champions to get skilled with rather than just a few. Additionally, 2 games ago, my team decided to try to troll me (i had 3 golds on my team), while also taking out the enemy. They literally went out of their way to ks my jungle (with devourer) even using ults to take it. Clearly, their skill level is way beyond what I am prepared to deal with, but that they could do that and end up winning the game too is something that needs to be addressed.

I'm not here to make much of a suggestion other than to fix this system in some way.
