What makes miss fortune OP...
Is the fact that she gets a free 900 gold item in her kit (mobi's) and she gets the passive even while in combat as long as she takes no damage.

as am m7 mf main her Strut passive isn't as broken as you think. it is good for engaging quickly but that it. her Strut Active is mainly used for the atk spd bonus and while activating it does fully charge the movement passive it is not meant to disengage since any hit, no matter how small, turns it off and has a 12 second cooldown. while that cooldown can be reduced by her passive you need to proc her passive 6 times to fully get it off and if you are trying to disengage then proccing passive 6 times isn't on your list of things to do.
The fact she's a lane bully with a good late game is the issue.
The problem is her Patch 5.22 rework. This has been pointed out many times. Like most of Rito's reworks, it put her in a terrible state where she can only be too strong & garbage. There is no in between, because of the "Love Tap" passive they shoved on her. Its existence directly contradicts ADC design.
