Actually a major patch is every 2-3 weeks. Hotfixes occur every 1-2 weeks, so stop bloody griping.

exactly an update every week

Would you rather be unable to play due to bugs?

Hotfixes rarely take any time at all to patch, usually three to five minutes with anything remotely resembling decent internet.

"Riot, please stop fixing game-breaking bugs and tweaking balance for the players. I don't have the patience to download 30-second micro-updates once a week."

You know, like the Xerath bug that lets him crash an entire team? Nah brah, lets just leave that in, and see which team Xerath can crash the other team into forfeiting.

Would you rather have one super long update that takes forever to install or just these little ones more frequently? Once I missed downloading the update a few weeks in a row, and it ended up taking almost 30 minutes because there was so much stuff. If Riot didn't do it so regularly, the game would take this long every time (and no, I don't have an ancient computer that is really slow, it just took that long because of the sheer volume of updates).
