Can the slow component on his W be moved to the initial strike of his blades.

Cuz then its an automatic slow, not giving the victim the chance of dodging it and the reward of living.
It's been asked a lot, and it was on old Talon too, but Riot removed it for "counterplay". They want Talon to punish people for being stuck in his W for too long and getting hit by the 2nd slow. After that, you can punish them. Otherwise, you can't go in on them at all, with Talon's pathetic base ms, and Lethality MS bonus only being for out-of-combat.
Basically, you have little initiative with Talon. It's up to your laning opponent fking up.
