Reduce the Surrender timers

I have had so many games with and without friends where the game was over long before 20 minutes. It's so irritating to waste time playing a lost game. Even though there are some games where you vote no to surrender and then win, there are also WAY more games where you have to wait 20 long minutes to lose a game that was lost at 13 minutes, or 9 minutes. Please reduce the surrender timers, maybe just to 15 minutes.

Sure there are good reasons to not give up, but there are better reasons to play a better game as a different champion, or with a different team
